The State Use Law Commission is seeking Central Non‑Profit Agencies (CNAs) to act as “set‑aside” contractors for statewide services and products that support employment for individuals with disabilities, especially visual impairments. The CNA will recruit, coordinate, and manage Community Rehabilitation Programs (CRPs) that perform the actual work, ensuring quality, handling complaints, training subcontractors, promoting employment, marketing products, and managing all contract administration functions. The designation lasts three years with an optional renewal, and the CNA must meet extensive eligibility criteria, including 501(c)(3) status, proven contract‑management capability, and a track record of disability‑employment services. Four sample set‑aside contracts (document preparation, janitorial services, remanufactured toner cartridges, and temporary employment) are priced in the proposal. • Manage recruitment, allocation, quality assurance, and payment for CRPs delivering set‑aside contracts. • Provide training, complaint handling, marketing, and reporting for services/products aimed at persons with disabilities. • Must meet employment‑ratio requirements (≥75 % direct labor by persons with disabilities for services, ≥50 % for products) and submit a phased‑in employment plan over at least 18 months. • Contract term is three years, renewable for a second three‑year term; total FY‑26 spend on referenced set‑aside contracts is about $8.3 million.
