Accelerating Market Readiness Program

The Federal Highway Administration's (FHWA) Office of Technical Services (OTS) is announcing its intent to solicit white papers and proposals under this Broad Agency Announcement (BAA) for the Accelerating Market Readiness (AMR) Program. The AMR program aims to advance transformative innovations by funding testing and field evaluations, pilot demonstration projects, and documentation and dissemination of performance results. The program seeks to identify innovations and technologies from the transportation community and propel their advancement into the marketplace. Key areas of focus include accelerating project delivery, enhancing roadway safety, and improving the performance of the transportation infrastructure. Some of the specific topics that will be addressed in this BAA include: • Significantly advancing conventional practice • Addressing knowledge and technological gaps • Significantly advancing the state-of-the-art • Constituting a sea change in the development and delivery of transportation projects and programs Offerors must submit a project white paper that responds to an innovation topic defined in each BAA call. The white paper should provide a concise description of the proposed innovation deployment project, including the current state of development, the next steps in the development plan, and a rough order of magnitude cost and schedule data.
