GOMB 2026 Underwriters Pool RFQ: For State of Illinois bond issuances and other services

The Governor’s Office of Management and Budget (GOMB) is seeking to qualify financial institutions to act as underwriters for its bond issues and other capital markets and debt management initiatives. There will be two levels of underwriters: Senior Managers/Book Runners and Co-Managers. The State anticipates qualifying up to 15 firms as Senior and Co-Senior Managers and up to 15 firms as Co-Managers. The resulting qualified pool shall have an initial term of four years, with the option to renew for up to four years. The selected underwriters will be expected to provide comprehensive services related to the structuring, marketing, selling, and underwriting of debt. Some key points about this job include: • The State is looking for underwriters with experience in tax-exempt and taxable obligations of issues of $150 million or more of general obligation or revenue bonds. • The underwriters will be expected to provide services related to marketing, selling, and underwriting of State debt. • The State reserves the right to adjust the final size of its pools to best meet its needs. • The selected underwriters will be expected to provide comprehensive services related to the structuring, marketing, selling, and underwriting of debt. • The State encourages the Offeror to ensure that their BidBuy account is up-to-date.
