NASA Goddard Space Flight Center is seeking a sole‑source contractor (BAE Systems Space & Mission Systems) to design, fabricate, qualify, and deliver the Laser Interferometer Space Antenna (LISA) Frequency Reference System (FRS) hardware. The effort includes three flight models and one spare, each comprising an optical reference cavity (FRS‑O) and frequency‑locking electronics (FRS‑E). Deliveries are scheduled between February 2029 and May 2030, with minimal post‑delivery support. The contractor must provide full lifecycle services: design, analysis, manufacturing, integration, environmental testing (TVAC, vibration, EMI/EMC), documentation, and remote post‑delivery assistance. All work must comply with NASA, ESA, and aerospace standards (e.g., AS9100, ECSS, MIL‑PRF) and be delivered under a firm‑fixed‑price production contract (CLIN 0002) and a development CLIN (0001) for engineering and support.
• Design, develop, and fabricate 3 flight FRS units + 1 spare (optics + electronics).
• Perform qualification, verification, and environmental testing per NASA/ESA requirements.
• Deliver hardware on strict schedule: FM‑1 (Feb 9 2029), FM‑2 (Sep 4 2029), FM‑3 (Mar 11 2030), Spare (May 31 2030).
• Provide packaging, handling, transport, and limited post‑delivery technical support.
• Submit capabilities/qualifications by Sep 19 2026 to be considered for a potential sole‑source award.
