Notice is hereby given that the City of Biloxi, Mississippi, will receive sealed proposals at the Mayor's Office, City Hall, Second Floor,until 10:00 A.M. on the 15th day of July, 2026, for the following:OPERATIONS AND MAINTENANCE OF WATER AND SEWER UTILITIESCITY OF BILOXI, MISSISSIPPIThe City of Biloxi will accept proposals from qualified firms for professional utility management, operational, and maintenance services to operate and maintain the City's water and sewer systems, including utility billing, traditionally operated and maintained by the City's Public Works Department.A Pre-Proposal Conference will be held on July 1, 2026, at 10:00 a.m. in the Conference room of the City of Biloxi Public Works Department, 214A Delauney Street, Biloxi, MS 39530, to offer the proposers the opportunity to review the operations, building, work area, and to address any further issues at that time that are relative to the requested services. This Pre-Proposal Conference will also be held via a virtual platform for those not able to attend in person.The Mississippi State Board of Contractors requires the successful proposer to have a Certificate of Responsibility number AND State Contractor's license to enter into a contract for Operating and Maintaining the Water, Sewer, Streets and Drainage System and Other Systems. The qualifying area of construction expertise is "Municipal and Public Works".Proposal documents are available at www.bilox.iplans.com.At this site proposals can be viewed for no charge or physically purchased. All plan holders are required to have a valid email address for registration. Purchased proposal documents are non- refundable and must be purchased through the website.
