Debt, Investment, Liquidity, and Treasury Management Platform Modernization RFI

The Illinois Housing Development Authority (IHDA) is seeking market input regarding modern, secure, cloud-native technology platforms, and related implementation and support services, capable of supporting the Authority’s capital markets functions, including debt management, investment management, liquidity management, and treasury operations, in an integrated environment. The RFI focuses on six key areas: Debt & Liability Management, Investment Management, Liquidity Management, Treasury & Cash Operations, Reporting & Data Governance, and Implementation & Ongoing Support. Respondents are invited to provide non-pricing information regarding the availability of services, system functionality, and technology capabilities that may support IHDA’s planned modernization of its capital markets, investment, liquidity, treasury, and reporting operations. • Debt & Liability Management: Bond and structured debt administration, tranche-level tracking, pipeline management, derivative and hedge tracking, amortization schedules, and redemption analysis. • Investment Management: Trade capture, portfolio accounting, analytics for fixed income securities and Mortgage-Backed Securities (MBS), yield and portfolio performance measurement, duration and convexity analytics, compliance monitoring, and portfolio risk management capabilities. • Liquidity Management: Fund classification, liquidity forecasting and cash flow projection, policy constraint monitoring, stress scenario analysis, and real-time cash positioning and liquidity visibility. • Treasury & Cash Operations: Bank integrations, payment workflows and approval controls, cash movement authorization and monitoring, reconciliation functionality, and comprehensive audit trails. • Reporting & Data Governance: Role-based access controls, data integrity, validation, and auditability, configurable and automated reporting, data export functionality, API integrations, and self-service analytics capabilities. • Implementation & Ongoing Support: Implementation methodology and ongoing support services.
