Foreign Labor Certification Grant Planning Guidance for Fiscal Year (FY) 2025 through FY 2028 (Change 1)

The Employment and Training Administration is providing guidance to State Workforce Agencies (SWAs) on the application process for foreign labor certification grants for Fiscal Year 2026. The grants will support state-level foreign labor certification activities, including reviewing and placing job orders, providing assistance to employers in recruiting U.S. workers, and conducting safety inspections of employer-provided housing. The application period is from May 13, 2026, to June 13, 2026. SWAs must submit their applications through the www.grants.gov portal, and the applications must include a completed SF-424, SF-424A, budget narrative, and indirect cost rate agreement (if applicable). The grant awards will be based on a formula that takes into account the SWA's base allocation and workload allocation.
