Request for Qualifications – Energy Savings Performance Contracting Services for the City of Emerson, Arkansas

The City of Emerson is seeking qualified firms to provide Energy Savings Performance Contracting (ESPC) services. The contractor will develop, design, and implement energy‑conserving measures, conduct energy audits, secure financing, and manage installation and verification of savings for municipal facilities. The award will go to the firm whose proposal receives the highest total points in the evaluation. • Scope includes comprehensive energy audits, design of retrofit solutions, financing arrangements, project management and post‑implementation measurement. • All submissions must include one original, three copies, and a digital copy on a USB drive, delivered by July 6, 2026. • The selection committee will eliminate any response that does not fully address each evaluation criterion.
