The North Dakota Department of Water Resources is seeking one or more firms to provide as‑needed, permanent‑placement recruitment services for two professional categories: Engineering Professionals and Water‑Resource & Regulatory Professionals. The contract will be firm‑fixed‑price (with limited amendment rights) for a base term of two years, with up to three one‑year renewal options and a final twelve‑month extension. Vendors must demonstrate at least three prior successful recruitments of senior‑level engineers or water‑resource specialists and will be evaluated on technical merit (80 %) and cost (20 %). The award will be made to a single vendor per category (maximum two vendors total). The scope includes defining search strategies, sourcing candidates, screening, interview support, compensation negotiation, and relocation assistance, with an optional employment‑guarantee clause.
