SOQ Guidelines 2026

The Lorain County Board of Commissioners is collecting Statement of Qualifications (SOQs) from professional design firms (engineering, surveying, architectural) to build a pre‑qualified vendor list for future county‑directed projects. Firms may submit at any time; the list will be active by January 5 2026 and updated throughout the year. Submissions must include firm history, key personnel resumes, recent municipal/county project examples, ODOT pre‑qualification status, hardware/software details, and a completed Summary Sheet, limited to 30 pages. All statements are to be sent to the Lorain County Fiscal Department via email or mail. • Open to any firm legally providing engineering, surveying, or architectural services. • No pre‑bid meeting or site visit required. • Submission deadline: 12/31/2026 11:59 PM. • Required documents: firm overview, resumes, project list (last 5 years), ODOT pre‑qualification letter (or statement), hardware/software info, completed Summary Sheet. • Submissions sent to [email protected] or mailed to the Fiscal Department, 226 Middle Ave Room 400, Elyria, OH 44035. • The compiled list will be used for future design contracts; firms not updating their SOQ may be deemed unqualified.
