Description

The City of Tulsa is seeking a qualified consultant to conduct comprehensive, targeted research on its Emergency Medical Services (EMS) system. The effort will assess customer satisfaction, map geographic demand and response‑time trends, and benchmark accountability mechanisms against peer municipalities. The work will combine qualitative interviews, focus groups, and quantitative surveys, and will culminate in a final report with actionable recommendations. • Conduct mixed‑methods research (surveys, interviews, focus groups) covering EMS customers, EMSA, Tulsa Fire Department, and 911 calls. • Analyze geographic demand and response‑time data by ZIP code, comparing historic (2017‑2019) and current (2022‑present) periods. • Provide a comparative peer‑EMS analysis, identify best‑practice accountability frameworks, and deliver a ≤30‑page final report with executive summary and presentations. • Deliver monthly progress updates, data‑collection protocols, participant lists, and a draft report before final submission. • Contract is a fixed‑price, one‑year professional consulting engagement with up to four optional one‑year renewals.

Budget estimate

$150,000 – $300,000

The solicitation does not disclose a budget, but comparable municipal research‑consulting contracts of similar scope (mixed methods, data analysis, stakeholder engagement, one‑year duration) typically range from $150,000 to $300,000, depending on team size, hourly rates, and data‑handling requirements. Assuming a mid‑range consulting rate of $150‑$250 per hour for a team of 3‑5 consultants over 12 months, the total contract value would likely fall within this band.
