AIRPORT FIXED BASE OPERATOR (FBO) BUSINESS EVALUATION & AIRPORT RATES AND CHARGES STUDY

The Pease Development Authority seeks a qualified consulting firm to conduct a comprehensive business evaluation of the Fixed‑Base Operator (FBO) at Portsmouth International Airport at Pease and to perform a detailed study of the airport’s rates and charges. The work will compare the current private‑FBO model with industry best‑practice models, identify growth opportunities, analyze the existing fee schedule, benchmark against peer airports, and propose a sustainable, competitive rate structure. The firm will deliver written reports, forecasts, and actionable recommendations within a six‑month contract period. • Perform SWOT analysis of the existing FBO operation and assess underserved market segments. • Benchmark current aviation user‑fee schedule against comparable airports and develop a methodology aligned with FAA policies. • Provide data‑driven recommendations, fee proposals, and a project timeline with invoicing schedule. • Must meet PDA insurance, certification (AAAE/NBAA/NATA), and security badge requirements, and be on the PDA Vendor List.
