Torrance Refinery Water Recycling Plant Programmable Logic Controller Replacements

West Basin Municipal Water District is seeking a qualified System Integrator to replace three obsolete programmable logic controllers (PLCs) at the Torrance Refinery Water Recycling Plant and to integrate the new controllers with the existing Distributed Control System (DCS). The effort includes design, programming, network installation, factory and site acceptance testing, documentation, and training. Mandatory pre‑proposal conference and site walk on October 7, 2026 must be attended to be eligible. Proposals are due electronically by November 5, 2026. The contract will cover hardware (Modicon M580 PLCs, networking gear), software development, engineering drawings, testing, and post‑installation support. <br/><br/>• Replace three process‑level PLCs (2 × Modicon 984, 1 × Modicon Quantum) with three Modicon M580 units. <br/>• Provide detailed control logic migration, HMI/SCADA integration, and DCS communication via Modbus gateway. <br/>• Design and install Ethernet/fiber network, switches, routers, and panel modifications. <br/>• Conduct factory acceptance test, site acceptance test, and coordinate plant shutdowns for installation. <br/>• Deliver as‑built drawings, programming files, and training for West Basin operators. <br/>• Mandatory pre‑bid meeting (Oct 7 2026 10:00 am) and job walk (Oct 7 2026 1:00 pm) required. <br/>• Evaluation based on technical approach, qualifications, price, and small/local/veteran business incentives.
