UOSA IFB 27-02 P2NR+ Construction

The Upper Occoquan Service Authority (UOSA) is issuing an Invitation for Bids to perform extensive nitrogen management process improvements and renewal/replacement (R/R) upgrades at the Millard H. Robbins, Jr. Regional Water Reclamation Plant (RWRP). The scope includes replacement of multiple screw pumps, upgrades to return activated sludge (RAS) pumps, cyclone and settleability enhancements, clarifier mechanism replacements, electrical equipment updates, and assorted site‑piping and electrical work across several plant sections. This is a large‑scale, multi‑disciplinary construction project targeting water treatment infrastructure modernization. • Replace eight screw pumps at Primary Effluent Lift Stations 55/1 and 55/2. • Upgrade two RAS pumps and increase capacity at RAS Pump Station 9/1. • Implement cyclone/settleability improvements at Selector Basins 56/1‑56/7. • Replace secondary clarifier mechanisms for Clarifiers 6/5 and 6/6, and update electrical load centers. • Perform additional R/R work on primary sludge pumps, aeration basins, dewatering stations, valve vaults, blower building, and miscellaneous piping/electrical items.
