Artificial Intelligence (AI) Policy

The Artificial Intelligence (AI) Policy document outlines Washington County's approach to the use of AI systems. The policy aims to provide a comprehensive governance structure for AI systems used by or on behalf of the county, ensuring that these systems are used responsibly and for the benefit of the community. Key objectives include providing clear guidance for employees and partners, ensuring adherence to guiding principles such as human-centered design, security, privacy, transparency, equity, accountability, and effectiveness, defining roles and responsibilities, and establishing processes to assess and manage risks. The policy applies to all systems deployed or utilized by Washington County and to all individuals who may be involved in the use of AI systems, including employees, interns, consultants, contractors, partners, volunteers, and elected officials. The policy prohibits certain uses of AI systems, such as submitting nonpublic data to public AI systems, generating and distributing misinformation, and using AI for social scoring or cognitive behavioral manipulation. • The policy outlines eight guiding principles for responsible AI systems: Human-Centered Design, Security & Safety, Privacy, Transparency, Equity, Accountability, Effectiveness, and Workforce Empowerment. • Roles and responsibilities are defined for various positions, including the Chief Information Officer (CIO), IT Security Manager, and county departments. • The policy includes provisions for policy enforcement, violations, and disciplinary actions. • Terms and definitions are provided for artificial intelligence, AI systems, and algorithms.
