Integrated GOTS/NDI Systems and COTS Modular Enablers & Building Blocks

The Air Force Research Laboratory (AFRL) Technology Transition Office is conducting market research to identify U.S.‑only vendors capable of providing either (1) Integrated Government‑Off‑the‑Shelf (GOTS) or Non‑Developmental Item (NDI) radar electronic‑attack (EA) systems, or (2) Commercial‑Off‑the‑Shelf (COTS) modular RF hardware, open‑software‑defined architectures, and high‑performance components suitable for installation on Group 2‑3 unmanned aircraft systems (UAS). The effort seeks technologies that meet strict size, weight, power, and cost (SWaP‑C) constraints, operate across a wide frequency spectrum (HF to X‑Band), and comply with open standards such as SOSA and OMS. Respondents must be U.S. owned, ITAR/EAR compliant, and provide a non‑classified abstract (max 15 pages) describing capability, TRL, cost, timeline (3‑4 year program window, prototyping in years 2‑3), and any existing DoD contract vehicles. No proposals will be paid; the RFI is for information gathering only. • Target platforms: Group 2‑3 UAS (small‑to‑medium UAVs). • Desired solutions: (a) Proven GOTS/NDI radar EA systems; (b) COTS RF‑SoC, high‑speed ADCs, edge‑compute chips, or similar modular enablers. • Technical focus: SWaP‑C compliance, multi‑band operation (HF‑X‑Band), open‑architecture integration (SOSA/OMS), and support for EA techniques (barrage, coherent, swarm). • Required deliverables in response: Capability summary, open‑standards compliance, SWaP‑C data, TRL assessment, ROM cost breakdown, development & demonstration timeline, and existing contract references. • Submission deadline: 6 Nov 2026 1700 EST; responses must be unclassified, ≤15 pages, Microsoft Word format.
