FFY 25 Homeland Security Grant Program

The Federal Fiscal Year 2025 Homeland Security Grant Program (HSGP) provides nearly $44 million in federal funds to Illinois state and local entities for projects that build, sustain, and deliver the 32 core capabilities required for national preparedness across Prevention, Protection, Mitigation, Response, and Recovery. The program consists of two sub‑programs: the State Homeland Security Program (SHSP) for statewide preparedness gaps and the Urban Area Security Initiative (UASI) focused on the Chicago‑Cook County urban area. Funding must be used for allowable activities such as planning, equipment, training, exercises, maintenance, critical emergency supplies, and construction, with strict pass‑through and law‑enforcement terrorism prevention allocations.
