NASA Goddard Space Flight Center is issuing an RFI to gather market intelligence on providing comprehensive ground‑system engineering and mission‑operations support services for a wide portfolio of current and future science and Earth‑science missions. The effort will replace the existing GSM‑3 contract with a new GSM‑4 framework that could be structured as an IDIQ with multiple task orders covering system engineering, telemetry/command, mission planning, network scheduling, flight dynamics, data collection, sustaining engineering, cloud‑native automation, AI/ML analytics, IT security, and associated documentation. Respondents are asked to outline implementation approaches, rough‑order‑of‑magnitude cost estimates, and to comment on the feasibility of moving from a Cost‑Plus‑Award‑Fee to Firm‑Fixed‑Price contract types.
• Provides end‑to‑end mission‑operations services for NASA’s flagship missions (e.g., JWST, LRO, GPM, MMS, GOES, SDO, Roman, etc.).
• Requires capabilities in systems engineering, software development, cloud/DevSecOps, AI/ML, cybersecurity, and compliance with extensive NASA procedural and Section 508 accessibility standards.
• Must field personnel with Secret/TS‑SCI clearances and be able to operate primarily at GSFC, Maryland, with remote support for sites such as White Sands (NM) and Wallops (VA).
