Description

Metropolitan Water District of Southern California seeks qualified firms to provide on‑call, supplemental skilled‑trade temporary labor across its service area. The contractor will act as an employment‑agency partner, supplying workers such as electricians, pipefitters, heavy‑equipment operators, welders, and other construction‑related trades on a rapid‑response basis. Work is performed under individual task orders, with no guaranteed volume, and the agreement may be renewed up to five total years pending annual appropriations. The contractor must meet extensive insurance, background‑check, training, and SBE/DVBE participation requirements, and submit detailed hourly invoices for net‑30 payment. • Provide temporary skilled‑trade labor (construction, electrical, plumbing, heavy equipment, etc.) on an as‑needed basis at multiple MWD sites. • Must acknowledge labor requests within 2 hours and have workers on‑site within 24 hours; background checks, OSHA‑30, and site‑specific safety orientation are mandatory. • Required insurance minimums (GL $1M/$2M, Auto $1M, PL $1M/$2M, Workers’ Comp statutory + $1M EL) and annual ACORD certificate; SBE/DVBE utilization reporting monthly. • Submit separate technical and cost files electronically via PlanetBids by 10 a.m. Feb 18 2026; questions due by Jan 15 2026.

Budget estimate

$2,000,000 – $5,000,000

The bid details list an estimated contract value of $4.5 million for a one‑year term with up to four optional one‑year renewals. Assuming the contractor captures the full ceiling in the first year, earnings could be around $4‑5 million. If only a portion of the ceiling is utilized (common for on‑call labor), a realistic range might be $2‑5 million depending on volume, labor rates, and markup. Factors influencing the final amount include the number of task orders awarded, average hourly rates for each trade, overtime utilization, and any additional direct costs reimbursed.
