Description

The City of Rochester, NH (in partnership with the Tri‑Cities Mayors and Strafford County) seeks a vendor to plan, operate, and demobilize a low‑barrier overnight warming center at Willand Road, Somersworth, NH for the winter season. The contract covers all aspects from pre‑season training to nightly shelter operations, transportation of guests, and post‑season demobilization, with strict staffing, reporting, and insurance requirements. • Operate the warming center nightly from 4 p.m. to 10 a.m. (with set‑up/clean‑up) between Nov 14 2022 and Mar 31 2023, meeting minimum staffed‑percentage thresholds. • Provide volunteer training (minimum three sessions) before season start, manage guest intake, health & safety assessments, referrals, nutrition, and conflict resolution. • Supply a licensed driver and vehicle for guest transport, maintain compliance with fire and health codes, submit daily operational updates, and deliver a post‑season after‑action report. • Meet insurance requirements (minimum $1M general liability, $500K auto liability, workers’ comp) and submit certificates within 10 days of contract execution. • Submit a detailed budget using the provided template; the award will go to the lowest responsible and qualified bidder.

Budget estimate

$200,000 – $400,000

While the solicitation does not disclose a contract value, typical winter warming‑center contracts in New England range from $200K to $400K, reflecting staffing (e.g., 4‑5 full‑time equivalents per night), driver services, food/snack provision, supplies, insurance premiums, and administrative overhead. A modest operation with lean staffing would be near the low end; a more robust service with extensive volunteer training and higher personnel rates would approach the high end.
