Notice of Intent to Sole Source, Blast and Security Modeling and Simulation Tools and Software Development Training

The U.S. Army Corps of Engineers – Engineer Research and Development Center (ERDC) is planning to award a sole‑source contract to Applied Research Associates, Inc. for the development, modification, and training of blast‑ and security‑focused modeling and simulation software. The effort includes: • Providing software development services for the Vulnerability Assessment and Protection Option (VAPO) tool and the proprietary Ravel CFD code. • Delivering training to ERDC personnel on how to use, modify, and extend these tools. • Supplying documentation and past‑performance evidence to support the award. All interested vendors may submit a capability statement, proposal, or quotation, which will be used only to evaluate whether a competitive procurement should be considered. Responses must be submitted within 15 days of the notice posting.
