Description

Washington State’s Department of Children, Youth & Families is seeking a qualified contractor to provide Transition & Re‑Entry services for youth exiting Juvenile Rehabilitation facilities, using the Healing‑to‑Hope Credible Messengers mentoring model. The contractor must deliver a comprehensive program east of the Cascades, employ or hire staff with lived experience, begin H2H training within 90 days of contract award, and secure three letters of support (from Northwest Credible Messengers, Juvenile Rehabilitation, and a local community organization). The contract is a fixed‑price, one‑year award (with possible one‑year extensions) with a maximum value of $170,000. Evaluation is based on a 100‑point written rubric plus a 5‑point preference for firms that do not require mandatory arbitration for employees. • Provide transition and re‑entry services to youth leaving juvenile rehabilitation facilities using the H2H model. • Must operate in Washington’s eastern counties (Yakima, Spokane, Benton, Franklin) and include staff with lived justice‑system experience. • Requires three letters of support, a budget not exceeding $170k, and compliance with DCYF’s insurance, background‑check, and non‑discrimination requirements.

Budget estimate

$150,000 – $170,000

The solicitation caps the contract at $170,000, which is the total funded amount. Assuming typical project overhead and modest profit margins, the contractor’s net earnings will likely fall near the full award amount (after allowable costs). Therefore a realistic budget range is roughly $150,000‑$170,000. Factors influencing the final figure include the proportion of indirect costs, any in‑kind contributions, and potential extensions that could add additional funding.
