Description
Multnomah County’s Distribution Services group is seeking an end‑to‑end Radio Frequency Identification (RFID) solution to enable real‑time tracking of deliveries, inventory control, and chain‑of‑custody reporting for school‑based health services and other county departments. The solution must support multiple device types (handheld, fixed, mobile apps), provide GPS tracking with disable capability, configurable dashboards per role, real‑time notifications, and must not rely on proprietary RFID tags or hardware. The County will award one or more contracts under a “Request for Intermediate Proposals” (RIP) process, with a budget ceiling under $250,000 and a sealed‑until deadline of August 5, 2026.
• Real‑time GPS tracking and the ability to disable tracking as needed.
• Multi‑device support (handheld, fixed, County‑issued phone apps) and hierarchical inventory control (container‑by‑vehicle).
• Configurable role‑based dashboards, user‑defined reporting, and robust chain‑of‑custody audit trails.
• No proprietary RFID labels required; vendors must propose standard, off‑the‑shelf hardware and label options.
• Insurance minimums (Professional Liability $1 M/$2 M, Commercial General Liability $1 M/$2 M, Cyber Liability $5 M/$10 M if SaaS).
