Description

The National Telecommunications and Information Administration (NTIA) seeks a firm‑fixed‑price vendor to supply two unmanned aircraft systems (UAS) that meet the technical specifications of the Rohde & Schwarz AMS Aerial Monitoring System. Offerors may propose equivalent or “equal” solutions, provided they submit a point‑by‑point narrative demonstrating compliance with all salient characteristics listed in the Statement of Work. The solicitation requires a concise technical quotation (max 5 pages) and a price quotation (max 3 pages), submitted electronically by 10:00 AM EST on 21 Sept 2026. Questions must be submitted by 11:00 AM EST on 18 Sept 2026. The award will be made using a Lowest‑Priced Technically Acceptable (LPTA) source‑selection process. • Two UAS (drone) systems meeting Rohde & Schwarz AMS specifications. • Ability to propose “equal” or alternate solutions with narrative compliance. • Firm‑fixed‑price contract; quotations limited to 5 pages (technical) + 3 pages (price). • Electronic submission only; no hard copies. • Evaluation based on technical approach/capability and price. • LPTA award method.

Budget estimate

$300,000 – $1,000,000

The solicitation does not disclose a contract value. Based on recent federal procurements for comparable UAS platforms (e.g., mid‑size tactical drones), a single system can range from $150 k to $500 k, depending on sensor packages and integration. Since the RFQ calls for two systems, a reasonable total contract value would be approximately $300 k–$1 M, allowing for ancillary services, spare parts, and potential training.
