RFQ Flexible Spending Account (FSA) Administration Services

The Lorain County Board of Commissioners is seeking a qualified vendor to provide Flexible Spending Account (FSA) administration services for eligible county employees. The selected vendor will provide comprehensive administration, compliance support, participant services, claims processing, debit card administration, reporting, and customer service support. The vendor must have a minimum of five years of experience administering FSA programs and demonstrate compliance expertise related to Section 125 plans. The contract will be for an initial term of three years with optional renewal periods. • The vendor will administer Healthcare FSA and Dependent Care FSA programs • The vendor will provide plan administration, claims processing, debit card services, participant services, compliance and regulatory support, reporting and account management, and technology and data security • The vendor must ensure compliance with applicable IRS regulations and Section 125 requirements • The vendor must provide customer service support via phone, email, and web portal • The vendor must maintain participant self-service tools and mobile application access
