RFP UNDERWRITER BANKING SERVICES

The Housing Authority of the City of Charleston is seeking qualified firms to act as the underwriter (and, where needed, placement agent) for a planned bond financing supporting public housing initiatives. Proposals will be evaluated on firm qualifications, bond issuance experience, financing approach, team composition, fee structure, and compliance with Section 3 business requirements. The selected firm will advise on bond structuring, market timing, and placement, and will manage the issuance process from origination through closing. • Serve as the primary underwriter for a municipal bond issuance tied to affordable housing projects. • May also act as placement agent to market and sell the bonds to investors. • Evaluation criteria include experience with public housing authorities, volume of prior bond transactions, proposed financing strategy, team credentials, fee proposal, and Section 3 compliance. • Submission deadline is August 11, 2026, with questions due by July 30, 2026.
