Public Adoption Services

The Department of Children and Families (DCF) is seeking proposals for Public Adoption Services. The purpose of this RFP is to provide interested parties with information to enable them to prepare and submit a proposal for the Public Adoption Services, which is part of the Public Adoption Program. The program aims to support the achievement of timely permanence for Wisconsin's children in out-of-home care, including adoption. The services provided under the Public Adoption Program include timely placement and finalization of adoption. • The proposal responses will be accepted from child placing agencies authorized by statute to provide foster home conversion adoption services, or private (non-profit or for profit) Wisconsin licensed Child Placing Agencies (CPA) authorized by that license to provide adoption services. • The planned adoption services to be provided by public agencies must be limited to those services authorized by 48.57(1)(e) and (1)(hm), Wis. Stats. • Proposers meeting the above characteristics may be a single agency, a county child welfare agency, or joint responses from two or more public and/or private agencies.
