This solicitation seeks providers to deliver a comprehensive suite of alcohol and drug abuse treatment services for Atlantic County Public Health during calendar year 2027. The work includes inpatient/short‑term residential withdrawal management, intensive outpatient/partial hospitalization counseling for adults, adolescents, and dual‑diagnosed residents, as well as prevention/educational presentations, and recovery‑support services such as peer mentoring and case management. Funding is provided through the County Comprehensive Alcoholism and Drug Abuse Grant (Chapter 51) and is allocated across four program components with a total award ceiling of $531,824. All bidders must submit required certifications, insurance, and a notarized non‑collusion affidavit, and must be licensed/certified by the State of New Jersey. • Inpatient and short‑term residential services (ASAM Level III) – per‑diem rates, optional items, up to $270,000. • Intensive outpatient/partial hospitalization services (ASAM Level II) – per‑diem rates, optional items, up to $85,000. • Prevention and educational presentations – up to $46,824, no insurance required. • Recovery support services – peer mentoring, case management, transportation, etc., up to $130,000.
