On Call Water Plant and Wastewater Plant Engineering Services

The City of Lawrence is seeking proposals from qualified professional engineering firms to provide on-call comprehensive design and construction phase services for the City's primary water and wastewater treatment facilities. The selected firm will be responsible for providing a range of services, including treatment process review, preliminary and final design services, bidding services, and construction phase services. The contract will have an initial term of three years with two optional one-year renewals. The City is looking for a firm with experience in providing similar services to water and wastewater utility organizations, and the ability to demonstrate a multidiscipline approach to delivering these services. Some key aspects of the scope of work include: • Evaluation of existing infrastructure, operational data, and performance • Review of current regulatory and code guidelines to ensure design recommendations meet regulatory compliance • Preliminary and final design services, including project-specific design, cost estimates, and bid documents • Bidding services, including providing answers to questions and reviewing bids • Construction phase services, including field visits, review of submittals, and change orders The City will evaluate proposals based on several criteria, including relevant firm experience and past performance, team structure and capacity, approach and understanding, technical capabilities, and local knowledge.
