The City of New York, through its Mayor’s Office to End Domestic and Gender‑Based Violence (END GBV) and in partnership with the Department of Social Services/Human Resources Administration (DSS/HRA), is soliciting proposals to operate the Crime Victims Assistance Program (CVAP) across six competition pools – one city‑wide NYPD pool and five borough‑specific pools. The program provides victim‑advocacy, crisis counseling, safety planning, and linkage to services for survivors of crime, including domestic violence, with a strong emphasis on cultural responsiveness and hiring staff with lived experience. Up to six separate contracts may be awarded, each with a three‑year base term (July 1 2027 – June 30 2030) and an optional three‑year extension, and total anticipated procurement value of roughly $45 million. • Deliver victim‑advocacy, safety‑planning, outreach, and case‑management services city‑wide and in each borough. • Require staffing of senior directors, social workers, advocates, case managers, and peer navigators with specific qualifications. • Performance‑based payment component for the city‑wide pool (unit‑priced services) and line‑item reimbursement for borough pools, with strict reporting and data‑privacy requirements.
