The Washington State Department of Children, Youth, and Families (DCYF) will award a sole‑source contract to The Mockingbird Society to expand and operate the Hub Home foster‑care model statewide. The contractor will act as the licensed “Host Agency” for the Mockingbird Family model, providing licensing, training, technical assistance, data‑portal access, model‑fidelity reviews, and oversight of Hub Home agreements. The contract is funded entirely by state proviso dollars and covers the FY 2027 period (July 1 2026 – June 30 2027) with optional extensions through 2029. • Licensing of the Mockingbird Family model and provision of all program materials. • Ongoing technical assistance, training, data‑portal access, and model‑fidelity reviews for DCYF staff and partner agencies. • Administration of Hub Home reimbursements (up to 16 hubs, $4,500 per hub per month) and associated administrative fees. • Reporting, invoicing, and compliance with Washington state data‑security, nondiscrimination, and debarment requirements. • Optional one‑year extensions (up to two years) subject to funding and DES approval.
