The City of Presque Isle is seeking a qualified engineering/architectural firm to perform a comprehensive visual condition assessment of Building 401, a historic 90,800 sq ft former military hangar. The consultant will review existing documentation, conduct on‑site inspections of all building systems, assess hazards, determine remaining useful life, and develop cost‑estimate alternatives for several reuse scenarios (aircraft hangar, aerospace research, maintenance, and manufacturing). Deliverables include a draft and final report, deficiency ratings, and code‑compliance recommendations. • Perform multi‑disciplinary visual inspections (structural, architectural, MEP, civil, life‑safety) and hazardous‑material surveys. • Produce condition ratings, useful‑life estimates, and prioritized improvement lists with conceptual cost estimates for each reuse scenario. • Provide Maine Building & Fire Code analysis, collaborate with a local contractor (restricted from future bidding), and deliver final assessment report by the contract schedule (approximately 12 weeks after NTP).
