Courier Services

The Multnomah County District Attorney's Office and Multnomah County Sheriff's Office are seeking qualified contractors to provide courier services, including walking and driving routes, to support their operations. The contract term is 5 years, and the contract will be awarded to the proposer who submits the most advantageous proposal based on the evaluation factors described in the RFP. The scope of work includes providing daily courier services, handling sensitive or high-value items, and complying with security protocols. The contractor will be required to provide an example invoice template, a current Certificate of Insurance, and assign walking and driving couriers for routine tasks. • The contractor must provide all labor, equipment, vehicles, and fuel necessary for completing the services. • The contractor must ensure reliable staffing and timely communication regarding absences or service disruptions. • The contractor must designate a point of contact for emergencies or issues, available to respond within 30 minutes. • The contractor must comply with background checks, Criminal Justice Information Services (CJIS) requirements, and training requirements before work begins. • The contractor must advise couriers of the County employee policy and encourage couriers to adopt policies regarding confidentiality.
