Description

Alabama Department of Corrections seeks a qualified vendor to operate and deliver comprehensive therapy and rehabilitation services for its Therapeutic Education Reentry Facility. The contractor will be responsible for secure inmate housing, security staffing, medical and mental‑health care, intensive substance‑abuse treatment, educational and vocational programming, canteen management, and all related support services. The effort includes meeting stringent state regulations (ACA, NCCHC, PREA, ADA, etc.), providing 24‑hour nursing, on‑call physicians, daily drug‑testing, and ensuring a minimum of 8 hours of structured programming per day for an estimated 650 inmates. • Provide secure, medium‑custody residential housing (Level IV or lower) with full perimeter security and ADA compliance. • Deliver 24‑hour medical, dental, and mental‑health services, including daily drug‑testing and on‑call physicians. • Implement intensive substance‑abuse treatment, cognitive‑behavioral therapy, and reentry services (job placement, housing assistance, etc.). • Operate food service, canteen (33 % revenue share), transportation, communication systems, and all required administrative functions. • Meet all state‑mandated certifications, insurance, bonding, and reporting requirements over a base contract term of two years (with up to three one‑year renewals).

Budget estimate

$60,000,000 – $80,000,000

While the solicitation does not disclose a contract value, the scope involves operating a 650‑inmate facility for a two‑year base term. Assuming a conservative per‑inmate per‑diem of $150 (covering housing, staffing, health care, programming, and ancillary services), annual revenue would be roughly $35 million, yielding approximately $70 million over two years. Adding potential revenue from canteen operations and ancillary services could raise the total to $80 million. Therefore, a realistic estimate ranges from $60 million to $80 million for the base contract period.
