Description

OSPI is seeking a qualified consultant to design, build, implement, and sustain a cloud‑based, statewide Individualized Education Program (IEP) platform for Washington’s public K‑12 special‑education system (≈150,000 students, 300+ LEAs). The contractor will deliver end‑to‑end services including platform architecture, core IEP lifecycle tools, multilingual family portal, compliance automation, data migration from legacy district systems, two‑way SIS integration, security & privacy compliance (FERPA, HIPAA, WCAG 2.2+, WaTech), training, change‑management, and ongoing support for a three‑year base term with possible extensions. • Core functional deliverables: IEP authoring, progress monitoring dashboards, family engagement portal, statewide reporting, and transition planning. • Technical requirements: FedRAMP‑capable cloud hosting (U.S. data residency), API‑first integration (Ed‑Fi/CEDS), RBAC, MFA/SSO, 99.9 % availability, 3,000+ concurrent users. • Implementation scope: data migration (up to 4 years of historic records), phased rollout, training for OSPI, ESDs, and districts, and a performance‑based payment schedule with a 15 % hold‑back.

Budget estimate

$15,000,000 – $30,000,000

The solicitation does not disclose a contract ceiling. Based on comparable statewide K‑12 SaaS implementations (often $10‑$30 M for multi‑year, multi‑district projects), a reasonable estimate for a three‑year, enterprise‑scale IEP platform—including design, migration, licensing, support, and training—is between $15 million and $30 million. Factors influencing the final amount include the chosen cloud hosting model (FedRAMP vs. standard), the extent of data migration (up to four years of historic records), optional AI/translation modules, and any performance‑based milestones.
