Publication of Legal Notices

The City of Starkville, Mississippi, is seeking bids for the publication of legal notices. The contract will cover the publication of all legal notices required by law to be published by the City of Starkville during the contract period. Bidders must be qualified newspapers and must submit sufficient information demonstrating compliance with the requirements of Section 13-3-31 of the Mississippi Code of 1972. The contract will be awarded to the lowest responsive bidder meeting all statutory requirements and bid requirements. • The bidding newspaper must maintain a general circulation predominantly to bona fide paying subscribers within the City of Starkville. • The bidding newspaper must maintain a legitimate list of its bona fide paying subscribers. • The bidding newspaper must not be published primarily for advertising purposes and must not have contained more than 75% advertising in more than half of its issues during the period of twelve months prior to the first publication of any legal notice. • The bidding newspaper must have been established and published continuously for at least twelve months prior to the first publication of such matter to be published. • The bidding newspaper must be issued from a known office of publication, which shall be the principal public business office of the newspaper.
