The U.S. Navy is soliciting a contractor to provide “SEAT‑VL URETHANE” seats made from MD71‑GG Mearthane (graphite‑filled urethane) for a critical shipboard system. The seats are classified as Special Emphasis Material (Level I, Scope of Certification) and must meet strict mechanical, chemical, flammability, and mercury‑free requirements. The contract requires full traceability, certification of material properties, visual and dimensional inspections, and compliance with a suite of quality system standards (ISO‑9001, ISO‑10012, ANSI‑Z540.3, ISO‑17025, MIL‑I‑45208, etc.). All documentation, test reports, and certificates of compliance must be submitted via the Navy’s Wide Area Workflow (WAWF) and Electronic Contractor Data Submission (ECDS) systems. The contractor must maintain a documented quality system, allow government inspections at source, and manage any waivers or deviations through the contracting officer.

• Supply traceability markings and certification test reports for each heat/lot/batch.
• Maintain ISO‑based quality system and allow government source inspection.
• Submit all data through WAWF/ECDS; no shipment before acceptance.
