Description
The Maryland State Highway Administration (SHA) is seeking a qualified contractor to provide comprehensive materials laboratory testing services for the State’s highway projects. The contract will be awarded on a multi‑step competitive sealed bidding process, with an initial technical qualification review followed by price evaluation. The award will be an indefinite‑quantity contract with firm‑fixed unit prices, spanning a five‑year period and funded partially by federal transportation grants. All laboratories must be AASHTO R‑18 and CCRL accredited, capable of testing concrete, asphalt, soils, chemicals, and aggregates, and must be located within Maryland. Required staffing includes a Project Manager (PE), Laboratory Manager, Senior Materials Technicians, and Technicians, each with specific certification and experience levels. The contractor must submit both technical and price proposals through the eMMA portal, attend a mandatory pre‑bid conference on September 17, and respond to questions by September 23. Invoicing will be monthly, with electronic funds transfer required for contracts over $200 K.
