The South Dakota Board of Regents (SDBOR) seeks a statewide, online, interactive student‑training solution for approximately 30,000 students across its six public universities. Vendors may propose either a fully integrated platform (Option A) that handles content delivery, assignment, tracking, reminders, reporting and single sign‑on, or a content‑only package (Option B) to be hosted in SDBOR’s existing D2L Brightspace LMS. The solution must cover mandatory federal compliance topics (Title IX, Clery/VAWA, Stop Campus Hazing) and may include a suite of preferred modules (e.g., Title VI, ADA, drug & alcohol awareness, AI‑related academic misconduct, etc.). The contract will be for three years, with requirements for WCAG 2.1 AA accessibility, FERPA‑compliant data handling, multi‑tenant security, integration with Ellucian Banner, and robust, institution‑specific reporting.
• Mandatory modules: Title IX, Clery Act/VAWA, Stop Campus Hazing.
• Optional modules (preferred): Title VI, ADA/Section 504, drug & alcohol, bystander intervention, campus safety, wellness, financial aid, AI misuse, cyber safety, etc.
• Two delivery options: (A) full SaaS platform with SSO & analytics, or (B) SCORM/IMS‑compatible content to be loaded into Brightspace.
• Technical expectations: SCORM minimum, IMS Common Cartridge/LTI 1.3 preferred, mobile‑responsive, 7‑year record retention, integration with Ellucian Banner, compliance with NIST 800‑171, SOC‑2/ISO‑27001, MFA, breach‑notification within 72 hours.
