The U.S. Navy, acting through the NATO SEASPARROW Project Office, is conducting market research to identify capable sources for the design, development, production, and in‑service support of a Next Significant Variant (NSV) of the Evolved SEASPARROW (ESSM) missile. The effort seeks a Guided Missile Assembly (GMA) or subsystem solution that fits a 10‑inch diameter, can be launched from Mk 41 VLS, and meets stringent performance, modularity, and open‑systems requirements for all 12 NATO consortium nations. Respondents are asked to submit a capabilities statement describing their technical, manufacturing, and programmatic ability to deliver the missile architecture, including airframe, propulsion, guidance, seeker, kill mechanism, datalink, software, and sustainment. The solicitation is purely informational; no funding is attached, and responses will be used for future acquisition planning, possibly leading to a prototype Other Transaction award.
• Target product: ESSM Next Significant Variant (NSV) – guided missile assembly or subsystem set.
• Required dimensions: ≤10 in diameter to fit Mk 41 VLS quad‑pack canister.
• Performance envelope: wide speed, altitude, maneuverability, and signature ranges; robust against RF/EO/IR counter‑measures.
• Architecture: Modular Open Systems Approach (MOSA) with maximum Government Purpose Rights in data/software.
• Deliverables: design data, software source code, interface specifications, and support for international releasability.
• Submission: Capabilities statement (≤15 pages PDF) by 17:00 ET, 3 Dec 2026; NDA/TOUA required for additional technical details (due 19 Oct 2026).
• Evaluation focus: cost & schedule, TRL/MRL, MOSA compliance, export‑control compliance, and supply‑chain risk mitigation.
