The partner will first be pre‑qualified through this RFQ and, if selected, will enter a two‑phase relationship: (1) a Pre‑Development Agreement to assist with master planning, feasibility, and strategy; (2) a subsequent at‑risk Development Agreement to finance, design, construct, and operate the mixed‑use district (housing, retail, hospitality, medical offices, etc.) under a long‑term ground‑lease (up to 99 years).
