Fire Promotional Exams

The Cosumnes Community Services District (CCSD) is seeking a qualified consultant to design, develop, administer, score, and report fire promotional examinations for four fire‑service ranks (Engineer, Captain, Deputy Fire Marshal, Battalion Chief) over a four‑year contract period, with two optional one‑year extensions. The consultant must create written test items (minimum 125 questions), develop practical exam scenarios, produce candidate preparation manuals, train internal and external evaluators, manage exam logistics, provide scoring and ranking, deliver feedback to candidates, and support any appeal processes. The work will be performed on a schedule aligned with the District’s promotion cycle (primarily March and November exams from 2027‑2032). • Develop fair, job‑relevant written test banks and administer secure testing sessions. • Design practical, hands‑on examinations and accompanying candidate manuals for each rank. • Recruit, train, and manage internal/external evaluators for practical exams. • Score exams, generate statistical reports, rank candidates, and provide individualized feedback. • Offer support for examination appeals and, if needed, expert testimony. • Deliver all services under a four‑year agreement starting January 1 2027, with potential extensions.
