Description

The Mississippi Department of Mental Health (DMH) is seeking a qualified independent contractor to serve as the Project Evaluator for the federally funded Garrett Lee Smith (GLS) State/Tribal Youth Suicide Prevention and Early Intervention Grant. The evaluator will design and implement a comprehensive evaluation framework, collect and analyze quantitative and qualitative data across multiple sub‑recipients (universities, health centers, schools, juvenile justice partners), produce regular performance dashboards, and support DMH and SAMHSA reporting requirements. The contract is limited to a maximum of $65,000 for approximately 1,000 hours of work (≈48% effort) over a 12‑month period (Oct 2026 – Sep 2027). • Develop and maintain a GLS evaluation plan, logic model, data dictionary, and data‑collection tools. • Conduct data management, statistical analysis, and longitudinal reporting for state‑ and sub‑recipient‑level outcomes. • Provide quarterly/annual evaluation summaries, dashboards, and technical assistance to DMH staff and partners. • Coordinate with multiple universities, health centers, schools, and juvenile‑justice entities to ensure consistent data practices. • Attend required meetings, webinars, and limited travel for site visits or conferences. • Deliver final evaluation report and all associated datasets, codebooks, and deliverables by contract closeout.

Budget estimate

$45,000 – $65,000

The contract caps at $65,000 for roughly 1,000 hours of work, implying an average hourly rate of $65. Considering the required expertise (evaluation of federally funded behavioral‑health programs) and potential travel/reimbursement, a realistic range for the client’s earnings would be between $45,000 (if the vendor prices modestly) and the maximum $65,000 allowed by the solicitation.
