Tobyhanna Army Depot DERP Tasks for Remediation

The solicitation seeks qualified small businesses to perform comprehensive environmental remediation services at the Tobyhanna Army Depot (DERP). The work includes providing all labor, equipment, supplies, and supervision needed to execute the Performance Work Statement (PWS), which covers contaminant investigation, groundwater monitoring, well installation, borehole geophysics, packer testing, quarterly and annual groundwater sampling, fence inspections, and updates to quality assurance and contaminant source management documentation. The contractor must comply with CERCLA, SARA, NCP, and Pennsylvania DEP regulations and assume full contractual liability for performance. • Perform remediation activities for all contamination at the site, including off‑installation migration. • Install and develop new monitoring wells, conduct down‑hole geophysical logging and packer testing, and provide quarterly groundwater sampling for one year. • Deliver annual groundwater monitoring reports, fence‑inspection/repair documentation, and update the QAPP and CSM databases. • Operate under a firm‑fixed‑price, performance‑based contract with all required permits, safety, and regulatory compliance.
