The selected ESCO will be required to assume total responsibility for the project and provide a written energy savings guarantee. The City's goals are to limit the burden on its annual financial budget, improve the safety and overall well-being of its residents and visitors, and maximize potential energy savings. • The ESCO will be responsible for performing a detailed energy audit, identifying and designing facility improvement measures, and recommending which measures should be included in the performance contracting project. • The ESCO will be required to provide a comprehensive approach to managing the installation phase, including project management, safety, and training for the owner's personnel. • The ESCO will be evaluated based on their firm profile, technical approach, financial approach, and references. • The City reserves the right to reject any and all submissions and to waive any irregularities and formalities in the selection of the ESCO for this project.

Budget estimate

$1,000,000 – $5,000,000

The budget for this opportunity is difficult to estimate, as the document does not provide a specific award amount or budget for the project. However, based on the scope of work and the City's goals, it is likely that the budget will be substantial, potentially in the range of $1 million to $5 million. The City is seeking a comprehensive energy management program, which could involve significant investments in energy-efficient technologies and infrastructure. The selected ESCO will be required to provide a written energy savings guarantee, which could also impact the budget. Overall, the budget will depend on the specific proposal submitted by the ESCO and the City's evaluation of the proposal.
