Description
The U.S. Navy’s Fleet Readiness Center Southeast needs a single, highly specialized, portable Fourier Transform Infrared (FTIR) spectrometer to support hazardous‑environment material analysis in its aviation composites repair bays. The existing spectrometer is obsolete, and the new system must meet strict safety criteria: low‑voltage optical design, purge‑free sealed optics, and vibration‑hardening for mobile use. Because the required technical features are protected by proprietary data rights, the Navy is issuing a sole‑source purchase order to the original equipment manufacturer, PerkinElmer U.S. LLC. Interested vendors may submit capability statements within four days of the notice, but the award will be made directly to PerkinElmer.
• Requirement: One turnkey, portable FTIR system with integrated infrared microscope, thermoelectrically cooled detector, and low‑voltage laser.
• Safety/operational constraints: Must operate safely in VOC‑rich, particulate‑laden environments; no high‑voltage ignition sources; sealed optics; vibration‑resistant.
• Procurement type: Firm‑Fixed‑Price sole‑source purchase order (FAR Subpart 12.102(a)).
• Deadline for capability statements: 4 calendar days after publication (relative date).
• Point of contact: Massoud Koleini (email above).
• Anticipated contract value: Estimated $150 k–$300 k based on typical cost of advanced FTIR systems with the specified customizations.
