Middle East Regional Cooperation (MERC)

The Middle East Regional Cooperation (MERC) Program supports joint scientific research and innovation partnerships between the United States, Israel, and countries across the Middle East and North Africa (MENA). The program funds applied research projects that address shared regional challenges while advancing U.S. economic, technological, and strategic interests. Key areas of focus include critical and emerging technologies, energy security, water infrastructure, advanced agriculture, critical minerals, and health security. Eligible applicants include public and private educational institutions, corporations, not-for-profit organizations, and governmental institutions. The program requires strong collaboration between Israel and eligible MENA countries, and U.S. participation is welcome. • The program aims to strengthen regional cooperation and promote economic growth, peaceful collaboration, and long-term stability in the region. • Applicants must submit a Statement of Interest (SOI) that includes a technical title, contact information, keywords, overall aim, objectives, hypotheses, rationale, and technical work plan. • The SOI should demonstrate clear alignment with U.S. strategic, economic, and technological priorities. • The program allows for cost sharing and encourages the inclusion of American private sector companies to advance commercial outcomes.
