The City of Virginia Beach seeks a neutral, third‑party firm to lead a comprehensive condition assessment of its public utilities infrastructure, including design, permitting, installation of testing structures, traffic control, and data analysis to support asset management and capital planning. The effort will involve system modifications such as exposing piping, creating launch and retrieval structures, installing coupons and appurtenances, and delivering risk‑based recommendations for repair or replacement. The selected firm must coordinate all permitting, provide a single point of contact, and ensure unbiased technology recommendations. • Conduct full‑scale condition assessments of linear and vertical utility assets using appropriate technologies. • Design, permit, and install necessary modifications (e.g., launch structures, air vents, isolation valves). • Deliver analysis, risk scoring, and capital improvement recommendations to integrate with the utility’s asset management strategy.
