Small Business Development Centers

The Illinois Department of Commerce and Economic Opportunity is issuing a Notice of Funding Opportunity (NOFO) to seek qualified host organizations to operate Illinois Small Business Development Centers and provide program services to specific geographic areas. The program aims to deliver professional, high-quality, individualized, and confidential one-on-one advising and technical assistance to existing small businesses and pre-venture entrepreneurs. The centers will provide services such as business planning, strategic planning, financial analysis, access to capital, marketing analysis, and international trade readiness. • The program will cover a three-year period, with an initial period of performance from January 1, 2026, to December 31, 2026. • The Department expects to make up to 10 awards, with a total amount of funding expected to be $380,259. • Awards will range from $80,000 to $380,259, and a minimum overall matching contribution of 100% of the grant amount is required. • The program has specific eligibility requirements, including being registered in the Grant Accountability and Transparency Act (GATA) Grantee Portal and having a valid FEIN number, SAM.gov registration, and UEI number. • The application package must include a Uniform Grant Application, Uniform Budget, Conflict of Interest Disclosure, Mandatory Disclosure, and other programmatic specific items. • The review and selection process will consist of a three-phase approach, including an initial review, in-depth application review, and lead center recommendations.
