RFP – Metal-Clad Switchgear Control Building

Northern Wasco County People’s Utility District is procuring two complete 15 kV prefabricated metal‑clad switchgear units with integrated control houses for the Columbia Heights Substation. The contractor must supply, test, deliver, unload, place, install, and commission the equipment, including all accessories, SCADA/relay panels, auxiliary transformer, battery system, HVAC, lighting, fire‑safety devices, and provide full documentation, warranties, and post‑delivery service. The solicitation requires a lump‑sum proposal, a 5 % bid bond, performance and payment bonds, and a payment schedule tied to shop‑drawing approval, delivery, and final acceptance. Delivery is required between 1 May 2027 and 1 June 2027, with a warranty of 12 months after energization (or 18 months after shipment).
